Letter of Intent 7/3/06
People have asked, "Why you are running? You know you don't stand a chance." While that remains to be seen, my answer is: I can't stop myself.

I am completely fed up with this destructive, self serving Government of Guam. Applying for the CEO position is the only way I foresee to effect actual positive change for Guam and I must do this through the standard election process. And let's be honest, the process is not fun.

In the past, the election process has been like a cut throat drunken party resulting in the ultimate cock fight where cheating, lying, and slandering all come into play. When the blood finally clears and a winner is declared, fifty per cent of the voters lose instantly with the rest pretty much guaranteed to lose later on.

The deck is stacked in favor of the most corrupted rooster, for he will have the most money to play us with. The so called leaders who have risen to the top of the two-party system are the protectors of everything preventing our progress. We get plenty of lip service about decisions made for the good of Guam, but the end result is always the same: some political stiff pulls the plug on every good idea or stops its implementation and completion. Special interest groups, large family-owned local business interests, along with on going government corruption, rule our island everyday.

I don't see much difference in either party; it's always more of the same. The parties never change and we have a "hand me down" government. The special interest groups that pay their bills seem to believe that if the father was a Governor, the son is automatically qualified to be governor, too. Everything is a trade off that you and I ultimately pay for.

I'm tired of the same old faces taking most of us nowhere. They personally have become successful at the cost of all of us who daily overpay this government for the terrible services we receive and lack of priority spending.

My chances of making it through the primary are admittedly not good. I must have over 8,000 votes for inclusion on the general ballot. I must attract all the people here who are fed up with elected leaders delivered to us by the two-party system.

Our platform will consist of an honest approach to solving Guam's financial woes. I have struggled many years to become successful and know I can make our Government successful, too. I know I can find more revenues for the government and take better care of GovGuam's obligations.

I have been called the dark horse, although I see myself as the white horse candidate. I don't plan on waving along the road side, although you might see me out there cleaning it. I will post no political signs, as mine are signs of the time. I will make no promises, you have heard enough. I will say that I am willing, along with my wife Rosanne Perez Pleadwell, to see this through.
